From what I remember, a single license is usually for one end product/site. You'd need more if it's for different client sites, but double-check their licensing terms.

It really depends on the specific ThemeRex theme. Avada/Enfold are more general-purpose behemoths, ThemeRex often nails niche stuff really well. For customizability, ThemeRex often uses Elementor or their own custom builder, which is pretty good.
